To park on campus in Omaha, or in the Catalina Garage in Phoenix, at any time, you must have and display a valid parking permit. This applies whether you’re a student, employee, visitor or guest. Permits are available through our JayPark system. More detailed information about permits and their prices, where to park, citations and FAQs are below to help you.
If you have not received your permit in the mail by Sept. 1 and the permit was purchased prior to Aug. 10, we will waive the replacement fee. However, the Request for Replacement Decal must be turned into Parking Services in Harper 1090 by 4 p.m. on Sept. 8. Requests turned in after Sept 8 will be assessed $50.
If a decal is destroyed due to the totaling of a vehicle or the vehicle itself was stolen, a police or insurance report must be provided to the Parking Services Office the myServices. A replacement can be received with a $10 processing fee. The student or employee must sign the Request for Replacement Decal and return it to Parking Services in Harper 1090. The student or employee must provide valid proof of ID, either driver license or JayCard, to purchase the replacement.

Parking lots and spaces for current employees are designated in blue. Parking lots for both students and current employees are designated in gold. Garage parking is available to only those employees with garage decals. Permit decals will be mailed directly to employees’ homes.
HR will provide a temporary parking permit for new hires. A new hire will appear in the JayPark system, which is used to purchase parking permits, on approximately the second day of employment. Once available, the individual can log in with their Creighton SSO to apply for and purchase a permit. The system will allow them to then print a temporary permit until their permit decal arrives. If a citation is received prior to printing the temporary permit, the person’s supervisor should contact Parking Services. Note: creating a guest account will not allow a new employee to purchase the appropriate permit.
As part of Creighton’s retirement benefits, retirees with a permit can park at the top of the 24th and 20th Street garages, as well as the lot at 24th and Cass Street. (On the parking map, these locations are also known as Lots G35, G5 and 35.)

Yes. All students, employees, and guests who park their vehicle on campus must have a permit that identifies the permit holder and the vehicle. There are a variety of parking permit options, including those for only evenings and weekends.

Note that motorcycles parked near bicycle racks do NOT require a permit; a motorcycle that takes up a parking stall must display a current parking decal.
You can securely pay for a parking permit through JayPark.
Most permits are in the form of repositionable decals, allowing you to transfer them between vehicles. Whether you carpool, buy a new vehicle, or are using a loaner or rental, just remove the decal from the vehicle you’re not using (or selling), and place it on the other vehicle. Decals must be placed in the inside lower passenger corner of the windshield. The entire decal must be clearly visible from the outside—not positioned behind tinting or obscured by snow/ice.
Note that the person who purchases the permit is responsible for any citations issued to that permit, regardless of whose vehicle displayed the permit.
Printed permits
Some permits, such as day passes or guest parking permits, are printable. These permits should be placed visibly on vehicle dashboards.
Signs at parking lot entrances include lot numbers and specify which permits are valid in the lot. You can also refer to these parking maps:
Garage permits are awarded by randomized lottery. If you’d like the opportunity to purchase a garage permit, you can do so on JayPark. When signing up, make sure to add yourself to the appropriate waitlist, based on employment, student and residence status. In some instances, you may be approved for more than one waitlist, and you’ll need to set one as your first choice. If you receive your first choice, you will be removed from all other waitlists. But if you receive and purchase your 2nd or 3rd choice, you will remain on the waitlist for your first choice.
Note that if you add yourself to a waitlist that you’re not qualified for, your garage permit could be revoked.
If a permit was purchased prior to August 10, and you have not received the permit in the mail by September 1, submit a completed Request for Replacement Decal form to Parking Services via email or in person by 4 p.m. on September 8 and the replacement fee will be waived. Requests made after that date will need to purchase a replacement for $50.
No student or employee may park in any visitor stall. Stalls in lot 35 are always reserved for visitors, with no exceptions. The Admissions visitor stall signs in lot 5 may feature bags that signify that they can be utilized by employees and students. Otherwise, those stalls are for Admissions visitors whether there is a name on the sign or not.
Additionally, University Vehicle signs indicate that only facilities, security, and other University-owned vehicles may park there when used for official purposes. All Dean, VP, Special Permit, Handicap, Jesuit and other signed areas are always off limits except for vehicles with proper permits and permissions.
In terms of the pickup and drop-off areas at Deglman Square and the east lane by the Harper Center, vehicles must be attended at all times, and parking is not allowed.
Since permit decals are repositionable, decals can be transferred between multiple vehicles, and each vehicle that may use the decal can have a profile in JayPark. If a second decal is truly needed, it will need to be approved in person at Parking Services. The decal will have to be purchased for full price.
Yes, in JayPark, under Manage Account, you can update your physical and email addresses, phone numbers and vehicles. However, if you need to update your vehicle’s license plate information, you will need to add a new vehicle; you can’t edit an existing vehicle’s information.
We recommend removing all old decals to avoid visibility issues while driving. Any of the decals provided since 2018 can be easily peeled off without a razor blade. Older decals will likely require a razor blade to remove them.
All citations can be securely paid for with a credit card using JayPark.
If your registration is on hold, you likely have an outstanding balance and may be unable to register for classes. You may also be unable to receive transcripts or even your diploma. If this balance is due to citations, pay them on JayPark; to expedite the removal of the registration hold, email Parking Services after you have made the payment.
Parking regulations apply 24/7 and 365 days a year. Through proper permitting, we aim to reduce the frequency of citations, and any first minor violation on the Omaha campus will be at no cost to the individual. See details about violations, fines, and the appeals process below.
Citations can only be appealed online through JayPark, and all appeals must be submitted within 7 days of the citation's issuance. Appeals via in-person visits, email, or phone will not be accepted. To be considered, an appeal must provide substantial evidence that the parking violation did not occur or that the circumstances were beyond the appellant's control. The appeal process is not intended for general criticisms, complaints, or debates about parking policies.
To ensure fairness for students, staff, and faculty, Parking Services does not make decisions on appeals. Instead, appeals are reviewed by an independent panel composed of volunteer students and employees from across campus. This panel meets regularly, reviews each case, and renders a final decision. Once made, their decision is conclusive, and Parking Services lacks the authority to alter it.
Vehicles that display both a valid, state-issued handicap placard and a valid parking decal may utilize any handicap stall on campus, based on availability (e.g., a student permit holder may park in an employee lot if no handicap spaces are available in a student lot). To request handicap parking behind a gate or door, please provide proof of a valid handicap placard via email to both Card Services and Parking Services.
To request a reasonable parking accommodation, students should contact Student Accessibility Services and employees should contact Human Resources.
All vehicles parked on campus must now display a valid parking permit.
As the university grows, designated guest parking spots have become limited, so any guest who needs to park on campus must now obtain a printed daily, weekly or monthly parking permit to display on their dashboard. Details about how to get these passes—for yourself or someone else—and where to park are below.
Alumni, friends and family who are visiting campus Monday through Friday from 6 a.m. to 4 p.m. can purchase printable permits, which will allow them to park in surface lots designated for students. The Creighton affiliate of the visitor can purchase this permit with a guest account on JayPark.
Permit pricing: $5 per day | $15 per week | $60 per month
Guest lecturers, interviewees, vendors and other invited guests must display a printable parking permit on their vehicle dashboards when parking on campus. Parking is available in any surface lot designated for employees. The permits can be purchased on the same day they are needed or ahead of time for specific dates. A university employee may purchase and either email or print the permit for the guest.
University departments can arrange to pay for their visitors’ parking permits by creating a guest account on JayPark. By creating a guest vehicle profile using a generic sedan and the department’s name as the plate number, the department can purchase permits for unknown guest vehicles or rentals. (If using a P-Card for payment, make sure that the zip code that is attached to the card is correct.)

No-cost parking permits are available for evenings and weekends, which allow guests to park in any surface lot Monday through Friday from 4 p.m. to 6 a.m. and all hours on Saturdays and Sundays (or other days that are part of an extended holiday weekend). A short-term visitor can obtain a printable version of this permit on JayPark, with the Creighton affiliate’s account or a guest account. A frequent evening and weekend guest can obtain a decal version of this permit with a guest account on JayPark.

If you’re a St. John’s parishioner, you can create a guest account on JayPark and purchase a parking permit for $25. The permit will be mailed directly to you, and you can print a temporary permit until your decal arrives.

Permits are still required when parking at Creighton’s Omaha campus in the evenings and weekends; and students or employees can purchase permits for these time periods only. This includes patient parking areas after clinic hours. However, it does not include lots being sold for athletic events.

Ideally, all drivers would always display the proper parking credentials and only park in authorized stalls. To maximize parking availability for those drivers who buy permits, we use citations as our primary enforcement tool. Our enforcement philosophy seeks to drive compliance with parking rules while recognizing that everyone makes mistakes. In keeping with this approach, the fine for the first minor violation each academic year is $0. However, for drivers who continue to violate the rules, the fines are increasingly punitive to deter further offenses. In extreme cases, nuisance violators will be towed off campus at the owner’s expense.
